My spouse passed away. The next day (Saturday) went to the funeral home and planned the funeral.
They quoted me a price and I offered half that price immediately.
They said the manager would call me back on Monday. Never got a call and we had the funeral. Now, two weeks later, they still have not called me so I contacted them.
I am offering half price. She said she has never discounted the cost of a funeal. I really have a hard time believing that.
I am thinking since I made a counter offer and they never said no and we had the funeral – that is the contracted rate now.
They do not agree.

JasonThey gave you a rate and you went ahead with using their services to have the funeral.
Sounds like you owe them what they quoted you.
KerriSadly, the agreement on price was not nailed down in writing or verbally between both parties so you’ll likely be required to pay in full.
You could try paying 1/2 once they bill you but expect the other 1/2 to be billed.

Two weeks have gone by and you still haven’t paid for the funeral?

Also, that’s not how negotiations work. Just because they didn’t counter doesn’t mean they accepted your offer.
This whole situation is wild.
